Arch Canyon is a fabulous deep sandstone canyon with arches, towers and ruins. It was excluded from BLM wilderness consideration because the topland in the area has some value as grazing land. When congress required the BLM to analyze its land for wilderness values, it instructed them not to exclude areas because of resource conflicts. But the Utah BLM did otherwise, thus tainting the wilderness process in Utah and aggravating an already difficult situation.
